This amendment implements the findings of the City of Glen Eira Post-war and Hidden Gems Heritage Review 2020 by proposing to include the nominated sites within the Heritage Overlay.

What is Amendment C214?

This amendment implements the findings of the City of Glen Eira Post-war and Hidden Gems Heritage Review 2020 by proposing to include the nominated sites within the Heritage Overlay. Council engaged Built Heritage Pty Ltd to conduct this review with the aim to identify some of the most outstanding heritage sites currently not protected within the municipality. Buildings from the 1880s to 1990s have been identified as part of this review with the emphasis being on ‘mid-century modern’ buildings.

Built Heritage Pty Ltd also prepared the City of Glen Eira Thematic Environmental History (Refresh) 2020 which takes a broad, thematic look at the physical development of the municipality from the early 1800s to 2000. It is a study of our heritage that takes a broader view of Glen Eira’s development so that places, precincts and events can be understood as part of a historic pattern rather than in isolation. This document is proposed to be included within the Glen Eira Planning Scheme as a Background Document.

Minor amendments to Council’s Heritage Policies at Clauses 21.10 and 22.01 are proposed to include the above documents as relevant Background Documents to each policy.

Approval of Amendment

On 20 March 2022, the Minister for Planning approved C214glen parts 1 and 2. The amendments come into effect when written notice of their approval is published in the Government Gazette.

Adoption of the Amendment

On 23 November 2021, Council adopted (in part) Planning Scheme Amendment C214glen.

Council resolved to amend the Statements of Significance for:

  • 58 Norwood Road, Caulfield North (HO212) to note alterations identified by the owners
  • 64 Balaclava Road, Caulfield North (HO220) to identify the cantilevered overhang with altered fascia and potentially altered skylights
  • 624 Centre Road, Bentleigh East (HO223) to delete references to the organ, revise details about the altar wall to reflect actual materials and to correct the reference to the spire
  • 61-63 Gordon Street, Elsternwick (HO227) to delete reference to Criterion F

Council received the Panel Report from Planning Panels Victoria on 2 September 2021 which includes recommendations for this amendment.

The Panel recommends that Amendment C214glen be adopted as exhibited with a number of changes (noted in the Report).
