Glen Eira has the lowest amount of open space per person across all of Victoria, so it’s important we continue to create new spaces in the future for our community to enjoy.
Planning for open space
We know our green open spaces and places are important to our community.
Everyone deserves a place to unwind outdoors — to kick a ball, read under a tree, or simply breathe a little deeper. But in Glen Eira, we have the least amount of open space per person in all of Victoria. That’s why creating more green space for our community is one of our top priorities.
Here’s a bit more about the processes of planning for, purchasing and developing new open space:
- We regularly undertake assessments of properties across Glen Eira to identify opportunities for new open space, in line with our Open Space Strategy.
- We then purchase properties throughout Glen Eira as part of our long-term planning. These become future public open spaces.
- We temporarily convert these properties into passive open space for our community to enjoy while we work with our community to develop future long-term plans for the space. The are usually green lawn areas with trees and seating and are used for relaxing.
- Once the long-term plans are finalised, we organise funding to deliver the upgrades. This includes allocating funding through our annual Budgets and Long-Term Financial Plan, advocating to Victorian and Australian Governments for funding commitments and applying for grants.
- We deliver the long-term plans over time and as funding is secured and allocated.

Plans and strategies
This work is a big part of the work we’re to create and expand access to high-quality open spaces, in line with a range of strategic documents and plans. This includes our:
- Open Space Strategy, which guides the future planning, provision, design and management of public open space.
- Pavilion Redevelopment Strategy, which provides a framework for prioritising investment into pavilion upgrades and redevelopments.
- Council Plan, which is our overarching strategic plan that outlines the outcomes and goals we seek to achieve over a four-year period. It shapes how we will plan for the future, deliver highly valued services and infrastructure and work collaboratively with and for the community over the next four years.
- 2040 Community Vision, which captures what community members most value about our community and sets out the future vision and aspirations for the community for at least the next ten-years.
- Masterplans, which are plans for individual open spaces that outline the future developments and upgrades of the area.
Advocacy
Advocacy is where we publicly voice our support for projects and policies to other levels of government, peak bodies, industry and non-government groups, and community advocacy groups.
