Waste services and pricing
What are waste charges?
Waste and recycling charges appear on your rates notice and cover our waste collection services.
These charges pay for many services including kerbside waste collections, hard rubbish collections, recycling, and waste disposal.
Waste and recycling charges are compulsory for residential properties and optional for commercial properties. They don’t apply to vacant land. If you are demolishing your house, please contact us to remove your council bins.
How much am I paying in 2025–2026?
This table shows our charges for this financial year, including the estimated state waste levy, along with last year's rates for comparison. These charges apply from 1 July 2025.

Waste levy
To encourage a reduction in waste, the state government levies a charge against all material sent to landfill.
As of 1 July 2025, the levy has risen from $132.76 per tonne (FY24/25) to $169.79 per tonne (FY25/26) - a 28% increase.
Litter management charges
Residential properties with a private waste service are charged a litter management fee. This charge excludes bin collections and covers the remaining suite of services including street sweeping, dumped rubbish removal and public bins. For residents with a Council waste service, these other services are included within the waste charge.
Suspension of waste charges
If you're demolishing your home, please contact us to remove your council bins. Once a block of residential land is rated as vacant land, we can suspend the waste charges. This suspension covers the period from demolition to the completion of a new construction.

- Small 120-litre bin: height 85cm, width 41cm, depth 41cm
- Large 240-litre bin: height 95cm, width 50cm, depth 57cm
- Maximum weight in the bin is 75Kg

Can I change the size of my bins?
Yes, contact us on 9524 3333 to change the size of your bin. Just be aware that larger red bins cost more and will need approval from the landlord or property ratepayer.
What if my bin is damaged or missing?
We will repair or replace your damaged or missing bin. We will not replace bins that are in good working order. Report the damaged or missing bin by contacting us on 9524 3333 or at mail@gleneira.vic.gov.au
Can I get an extra green or yellow bin?
Yes. We charge $45 for an extra green waste bin, and $75 for an extra recycling bin. If you’re the ratepayer, contact us on 9524 3333 to arrange an additional bin.
If you’re renting, you might need your landlord’s approval to get an extra bin. Please complete the landlord authorisation form or contact us on 9524 3333 to check.
Do I have to keep sharing bins?
If you are the ratepayer and would like us to review the mix of bins on your block, please contact us on 9524 3333.

Can I use Council bins for my small business?
Small and medium businesses can access a commercial waste service through Council. Council offers a 240L weekly general waste collection and fortnightly recycling collection for commercial areas.

Can I apply for larger or additional bins due to special waste needs?
If your household is included in the following groups, you are eligible for a larger or additional red bin and additional yellow bin at no extra cost:
- families with six or more members
- families with four or more members, where at least one member is a concession card holder
- families with children in nappies
- households with additional waste for medical reasons.
You will need to complete and submit our online special waste application and attach the relevant supporting documents.
Family — supporting documents
Families with six or more members:
- evidence to show that there is a family of six (6) or more at the property (a Medicare card or similar)
- if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).
Families with four or more members, where at least one member is a concession card holder:
- evidence to show there is a family of four (4) or more at the property (a Medicare card or similar).
- a copy of a current State Government concession card (eg. a Health Care Card in the name of one of the residents at the property).
- if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).
Families with children in nappies:
- evidence to show that there is a family of two (2) or more at the property (a Medicare card or similar)
- if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).
Medical — supporting documents
Households with additional waste for medical reasons:
- a letter from a medical practitioner stating that there is need for extra capacity to dispose of additional waste associated with a disability or medical treatment.
- if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).
Please allow 10 working days for us to process your application.
Once your application has been approved, the property rates will be changed to show that a special waste arrangement is in place. If applicable, we will organise for the larger or additional bins to be delivered within 10 working days.
You will be asked to reapply for a larger or additional red bin and additional yellow bin every two years to demonstrate that you are still eligible. Contact us if you need a copy of the application form posted or emailed to you.
