    Victorian Government’s Stage 2 Activity Centre Plans finalised

    New Victorian Government planning rules for activity centres in Glen Eira are now in place. The changes form part of the Government’s Train and Tram Zone Activity Centre Program, which is designed to support more housing in areas with good access to public transport, shops, services and jobs.

    From 22 July 2026, updates to the Glen Eira Planning Scheme have taken effect alongside changes in several other metropolitan councils.

    In Glen Eira, the new rules apply to the activity centres of Elsternwick, Caulfield, Glen Huntly, Ormond and Bentleigh.

    What are the changes?

    The changes introduce different planning rules for properties near activity centres. Properties are grouped into core, inner and outer areas, with the rules varying depending on their distance from the centre.

    Building heights can now be:

    • Core areas - six to 12 stories
    • Inner and outer areas - three to six stories
    • One site in Caulfield has a 20-story limit.

    Our feedback during the consultation 

    In our submission to the Victorian Government we:

    • expressed support for increasing housing supply in well-serviced areas.
    • raised concerns about processes and key elements of the draft Plans. 
    • strongly opposed the removal of notice and review rights for new development applications.
      Unfortunately, this concern was not addressed. Opportunities to make submissions on proposed developments will now be more limited within these activity centres.

    Some of our feedback was incorporated into the new Plans:

    • Key footpaths and open spaces will now be protected from overshadowing by new protective measures.
    • Residential catchment boundaries in Mckinnon and Bentleigh have been reduced.
    • Most heritage overlays within the activity centres have been moved to the ‘outer’ catchment areas.

    We’re pleased that the final Activity Centre Plan controls were informed by our Structure Plans, particularly in Elsternwick, where many of our recommendations have been included. However, building heights remain higher in the Government’s Plans for Bentleigh, Caulfield and Glen Huntly than in our Structure Plans.
