The City of Glen Eira is sharing this information to help keep our community informed about the Victorian Government’s Activity Centres Program and what it may mean for our local neighbourhoods.


About the program

The Victorian Government is leading planning for activity centres across Melbourne, focusing on areas close to train stations and tram routes to support more homes near transport, jobs and services.

The program will introduce new planning controls for around 60 activity centres, with several located in Glen Eira.

While the Victorian Government is responsible for developing these plans, Council continues to advocate for outcomes that:

  • protect neighbourhood character and heritage

  • deliver community benefit and infrastructure

  • align with local priorities and existing structure plans


What’s been released

The newly released factsheets provide a summary of proposed plans for Stage 1 activity centres, including areas around:

  • Carnegie Station

  • Murrumbeena Station

  • Hughesdale Station

They include information on proposed building heights, boundaries, planning controls and potential infrastructure improvements.

The factsheets reflect earlier community consultation undertaken by the Victorian Government in 2025.


What happens next

The Victorian Government is continuing to finalise the activity centre plans, with gazettal of new planning controls anticipated in the near future.

Council will continue to advocate for our community as part of this process.

Community feedback from residents, councils, Traditional Owners, industry and landowners has informed updates to the proposed plans.

  • consideration of infrastructure to support growing communities

  • adjustments to proposed building heights in some locations

  • planning responses to local conditions and neighbourhood character

  • protection of heritage areas

  • protection of open space, including sunlight access and tree canopy

  • support for site consolidation in appropriate locations

Does the release of the factsheets mean the plans are final?

No. The factsheets outline proposed heights, boundaries and planning controls but are not final.

The Victorian Government has advised that the plans are still being finalised and will be subject to formal approval.

Will the factsheets affect what I can do with my property?

No. The factsheets are informational only and do not change existing planning controls.

Any changes would only take effect following formal gazettal by the Victorian Government.

What happens next?

The Victorian Government is continuing to finalise the activity centre plans.

Subject to approval by the Minister for Planning, the plans are expected to be formally gazetted in the coming weeks. Once gazetted, they will be incorporated into the planning scheme.

How were these locations selected?

Activity centre locations were identified based on their proximity to public transport, jobs and services, and their ability to support additional housing in well-connected areas.

Council has lodged its submission in response to the Victorian Government’s Activity Centres Program — Stage One Phase Two: Sharing Our Draft Maps.
