Have your say on development around Activity Centres in Glen Eira

Community feedback is now open on proposed State Government planning changes for several Glen Eira activity centres.

The Victorian Government has released draft maps for the next stage of its Activity Centre Program, including proposed plans for Caulfield, Glen Huntly, Ormond, Bentleigh and Elsternwick.

This is a State-led planning process — including consultation and final decisions — but community feedback remains important. Council is carefully reviewing the draft materials to understand what they may mean for our neighbourhoods and will be making a detailed submission on behalf of the Glen Eira community.

Mayor Cr Dr Simone Zmood said local voices can make a real difference to final outcomes, noting that much of Council’s community-led planning work was reflected in the final controls for Carnegie.

“We’re hoping for the same outcome for Caulfield and our other centres in Tranche 2,” she said.

Glen Eira has a long history of planning activity centres in partnership with the community. Council’s structure plans aim to balance growth with liveability, neighbourhood character and good design.

“We support more housing in the right locations — particularly close to public transport — but not at the expense of neighbourhood character or local amenity,” Cr Dr Zmood said.

“Growth must be supported by the right infrastructure, including open space, community facilities, transport links, and safe walking and cycling connections.”

The draft materials include proposed activity centre boundaries and indicative building heights. Council understands that building height is a key concern for many residents and will continue to share clear information to help the community understand what is being proposed and how to get involved.

Stage 1 (Tranche 1) plans for Carnegie, Murrumbeena and Hughesdale are expected to be finalised in early 2026.

Stage 2 (Tranche 2) — covering Caulfield, Glen Huntly, Ormond, Bentleigh and Elsternwick — is now open for feedback until Sunday 22 March.
