State Government approves new planning controls for Carnegie, Murrumbeena and Hughesdale

The Victorian Government has approved new Activity Centre Plans and planning controls for the Stage 1 Train and Tram Zone Activity Centres, including Carnegie, Murrumbeena and Hughesdale.

These changes will guide how these centres grow and develop over time, with a focus on housing, built form and local infrastructure.

What’s changing?

Core

A new Built Form Overlay (BFO) has been introduced across the core areas of each activity centre which sets out controls such as building heights and setbacks.

In Carnegie, the BFO implements Council’s adopted Carnegie Structure Plan 2022, helping to reinforce the vision developed with the community for the future of the centre.

In Murrumbeena and Hughesdale, the BFO sets building heights generally between 6 and 10 storeys in the core areas. These controls implement the Carnegie to Oakleigh Train and Tram Zone Activity Centres Plan, prepared by the State Government.

Catchments

Residential areas surrounding each activity centre, extending up to one kilometre, have also been rezoned. These inner and outer catchments are now included in either the:

  • Housing Choice and Transport Zone 1 (4–6 storeys), or
  • Housing Choice and Transport Zone 2 (3–4 storeys)

Supporting infrastructure and place improvements

The Activity Centre Plans also outline infrastructure priorities and identify indicative opportunities to improve local places.
