Planning for Glen Eira's future

To help ensure Glen Eira continues to have the infrastructure our growing and changing community needs, Council has adopted a new Strategic Asset Reserve Policy

The roads, footpaths, parks, sports grounds, community facilities and public spaces we rely on every day are the result of decisions made many years ago. The Strategic Asset Reserve will create a dedicated fund to support future investment in community infrastructure across Glen Eira. It is designed to help us plan, save and invest in a more sustainable way over the long term. 

The Reserve is a key action of the Financial Sustainability Strategy 2025–2029 and reflects our commitment to responsible long-term planning. By setting money aside over time, we can be better prepared for future infrastructure needs and take a longer-term view of investment decisions.  

Why we're creating a Strategic Asset Reserve 

Over recent years, we have spoken openly about the financial challenges facing local government, including rising costs, ageing infrastructure and the need to make careful decisions about future investment. Community feedback consistently highlighted the importance of protecting valued services and facilities, using community money wisely and planning ahead for future generations.  

In response, we have taken steps to strengthen our long-term financial position through service reviews, efficiency improvements, stronger advocacy and grants programs, improvements to asset management and the development of a long-term financial strategy. The creation of the Strategic Asset Reserve is one of the ways that work is now being put into action.  

How future projects will be considered 

Building the Reserve is one part of the picture. The Policy also provides a clearer and more transparent approach to deciding how future infrastructure investment is prioritised.  

Projects seeking funding through the Reserve will be assessed against consistent criteria, including: 

  • the community benefit they deliver 
  • alignment with Council's long-term priorities 
  • equity and accessibility outcomes 
  • environmental sustainability 
  • readiness to proceed 
  • the long-term value they provide to the community.  

Applying this approach across projects helps ensure future investment decisions are transparent, strategic and focused on delivering the greatest benefit for the community. It will support investment in the places and spaces that help Glen Eira remain a well-maintained, liveable and connected city for current and future generations.
