Council meeting snapshot for 24 February 2026

Glen Eira City Council met on Tuesday 24 February for the first Ordinary Council Meeting of the year. 

Council considered several matters of community interest, including a local petition, planning matters and an update to a key policy.


Elster Creek Litter Action Plan adopted 

Litter is a major issue in the Elster Creek Catchment, where it clogs drains, worsens flooding, pollutes waterways and harms wildlife. In response, Glen Eira, Port Phillip and Bayside councils, together with Melbourne Water, EPA Victoria and local community members, have developed the Elster Creek Litter Action Plan — a clear and practical roadmap to reduce litter across the catchment. 

The plan focuses on prevention through education and behaviour change, improving bins and stormwater traps, supporting cleanups and collecting data to track progress. It reflects strong community input, including more than 330 people who shared local knowledge, highlighted priorities and expressed interest in taking part in solutions. 

The plan works alongside our Integrated Water Management Plan and the Council Plan 2025–2029, strengthening longterm efforts to improve water quality, protect biodiversity and create a healthier environment across the entire catchment. 


Special grants program approved 

We will be running a one‑off round of Social Cohesion Community Grants. These grants will offer $5,000–$10,000 for community‑led projects that build social connection, promote inclusion and help people from different backgrounds come together.

Priority will be given to public, place‑based activities that create positive and meaningful opportunities for the community. Funding will be allocated within the 2025–26 financial year.


Proposals adopted for submission to the Municipal Association of Victoria meeting and Australian Local Government Association National General Assembly 

We are active members of the Municipal Association of Victoria (MAV) and Australian Local Government Association (ALGA), which helps us influence policy and advance Glen Eira’s advocacy priorities. 

We are calling on MAV to strengthen its advocacy on the real barriers to housing delivery. Recent planning reforms do not address rising costs, workforce shortages or growing safety concerns. 

We are also submitting two motions to ALGA on climate action and homelessness, seeking Australian Government investment in communityled solutions that build resilience, improve wellbeing and support frontline services.
