Council met on 2 September 2025 and considered eight reports. We explain some of the highlights from the meeting below.

Council seeks community feedback on the draft Domestic Animal Management Plan 2026-2029

In 2024–25, more than 12,000 dogs and 4,000 cats were registered in Glen Eira. We know how much our community values their furry friends — pets bring joy, companionship and connection.

That’s why it’s important to have a clear and balanced approach to promoting responsible ownership and animal welfare.

The Domestic Animal Management Plan outlines future programs, services and strategies that will educate pet owners while minimising the risk to the community and environment from nuisance cats and dogs.  

Feedback from the community on the draft Plan will help us improve how we:

  • promote responsible pet ownership in practical, effective ways
  • provide education, training and awareness programs
  • manage nuisance animals and reduce dog attacks
  • shape local animal management services and policies that reflect community values

Both pet owners and those with an interest in how animals are managed are encouraged to share their experiences, concerns or ideas.

Council adopts policies aimed at addressing family violence

Family violence and violence against women affect our whole community. These issues touch people’s lives in many ways — from a health, social, economic, and cultural perspective

Over the past five years in Glen Eira, police data shows that people aged between 35 and 44 have been most affected by family violence. And that women made up 70 per cent of people who reported being harmed.

We want to stop violence before it happens by tackling the reasons that lead to it, including harmful attitudes and behaviours.

We’ve updated our Policy to make sure it reflects the best ways to prevent family violence and support everyone in our community. The changes are based on the latest advice and what works for local government.

The Policy also includes what we learned from our Gender Impact Assessment, such as:

  • Recognition that people experience family violence differently, depending on things like gender, age, culture, or ability.
  • Confirmation that gender equality is the foundation for stopping family violence and violence against women.

These changes reflect both our legislative responsibilities and what we all want for Glen Eira. We’ll keep working together with our community to make Glen Eira safer, fairer, and more welcoming for everyone.


Council notes key financial management reports for the last financial year

The Glen Eira Council’s draft 2024–25 Financial Report includes two main components, the Financial Statements and the Performance Statement:

  1. Financial Statements — provide a detailed overview of our financial position and performance over the financial year. They offer insights into revenue, expenses, assets, liabilities, and cash management.
  2. Performance Statement —includes externally audited results achieved against a set of performance indicators and measures. These indicators cover various service areas such as roads, planning, animal management, and waste management.

Using the information from the Statements, we’ve compared how much money we’ve received and spent so far this year to what we planned in our budget. Doing this helps us make sure we’re on track, spot anything out of the ordinary early, and focus on what matters most to our community.

Right now, we’re facing some big challenges. Prices are rising for the services we provide, and there are limits on how much we can raise rates. These things make it harder to balance our budget with what our community needs.

With the community’s help, we’ve been exploring some innovative ways we can ensure our financial sustainability while continuing to deliver valued services. We’re considering a range of options as we prepare for the choices ahead of us. Our community will be front and centre in that decision-making process.

This isn’t just about balancing a budget. We’re making sure Glen Eira remains a great place to live — now and into the future.
