Notice of intention to amend Road Management Plan

Notice of an intention to amend the Road Management Plan 2021.

In accordance with section 54 of the Road Management Act 2004 and regulation 10 of the Road Management (General) Regulations 2016 (‘Regulations’), Glen Eira City Council (‘Road Authority’) gives notice that it has completed a review of its Road Management Plan 2021 (‘RMP’).

As a result of the review, the Road Authority proposes to amend its RMP. The purpose and general purport of the proposed amendment is to update the RMP to the new industry standard template, developed by the Municipal Association of Victoria, retaining a commitment to service levels, including the inspection, maintenance and repair of roads and footpaths within the resources available to the Road Authority.

The proposed amendment to the RMP will affect specified roads, roadways, pathways, road infrastructure and road-related infrastructure in the City of Glen Eira. 

A copy of the proposed amendment to the RMP and the written report produced in accordance with regulation 9(2) of the Regulations summarising the findings and conclusions of the review of the RMP by the Road Authority, may be obtained or inspected at the Glen Eira Town Hall, Corner Glen Eira and Hawthorn Roads, Caulfield VIC 3162 or accessed online by viewing the Road Authority’s website www.gleneira.vic.gov.au and following the links.

Any person aggrieved by the proposed amendment to the RMP may make a written submission on the proposed amendment on or before 5pm Tuesday, 28 October 2025, being not less than 28 days after the date on which this notice is published in the Government Gazette.

More about the amendment

We look after 499 kilometres of roads, 832 kilometres of kerb and channel and 868 kilometres of pathways. Making sure they are safe, accessible and meet the needs of everyone who walks, rides, drives, or uses mobility aids in our City is important.

The Road Management Plan outlines how we look after roads, footpaths and shared pathways to keep them safe, accessible and fit for purpose. It also covers how often roads and pathways are inspected, what counts as a defect and how quickly repairs must be made to ensure they’re safe, compliant and sustainable now — and into the future.  

We’ve made some minor updates to the Plan, including:

  • Introducing clearer timeframes for fixing potholes, damaged signs, blocked drains and overgrown trees, so hazards are addressed quickly and consistently.
  • Improving clarity on which assets Council maintains, and which are the responsibility of other authorities or property owners — helping residents know who to contact.
