Exploring Parking Together update

We’re making it easier to find and manage parking in Carnegie, Bentleigh and Elsternwick with the introduction of smart parking technology.

Parking sensors have now been installed in Council car parks and selected on-street parking bays in the Activity Centres of Carnegie, Bentleigh and Elsternwick. 

The sensors and the PayStay app will go live from Sunday 1 June 2026. 

Finding a parking space in busy shopping strips can be challenging, especially during peak times. That’s why we’re introducing smart parking sensors and the PayStay app to help make parking easier to find and manage in key activity centres. 

The technology will help improve parking turnover, reduce overstaying in timed parking areas and support fairer access to parking spaces for shoppers, visitors and local businesses. 

The sensors detect when a parking bay is occupied or vacant and help Council better understand parking demand and usage patterns. 

Importantly, the sensors: 

  • do not record licence plate numbers 

  • do not identify vehicles 

  • do not track drivers 

  • do not collect personal information 

The PayStay app will allow drivers to check real-time parking availability in areas where sensors are installed, helping reduce the time spent driving around looking for a space. 

We will use information collected from the sensors to better understand parking demand, peak periods and usage trends, helping guide future parking improvements and reviews of parking restrictions. 

Residents and visitors can continue to park as usual, with existing parking restrictions and time limits still applying unless otherwise signed.
