Council adopts Elster Creek Litter Action Plan

Council has adopted the Elster Creek Litter Action Plan to reduce litter, protect waterways and support a cleaner, healthier catchment.

Council has adopted the Elster Creek Litter Action Plan — a practical roadmap to reduce litter and protect our waterways across the catchment. 

Elster Creek is our main catchment, collecting stormwater from streets and neighbourhoods across Glen Eira and neighbouring municipalities before flowing into Port Phillip Bay. Litter entering the system can clog drains, increase flooding risk, pollute waterways and harm local wildlife. 

The Action Plan has been developed in collaboration with the Elster Creek Litter Collaboration, including Glen Eira, Port Phillip and Bayside councils, Melbourne Water, EPA Victoria and local community and environmental groups. 

It focuses on practical, long-term solutions, including: 

  • education and behaviour change initiatives 
  • improved infrastructure such as stormwater devices and waste systems 
  • supporting community clean-ups and local environmental activities 
  • collecting data to better understand and reduce litter sources 

Reducing litter will mean cleaner waterways and beaches, healthier habitats for wildlife and clearer drainage systems — particularly important as heavier rainfall events become more frequent. 

More than 330 community members contributed local knowledge and insights to help shape the Plan’s priorities and actions. 

This Plan supports our Council Plan 2025–2029 and Integrated Water Management Plan, strengthening our commitment to environmental sustainability and climate resilience.
