Notice of the preparation of an amendment to a planning scheme — Amendment C246glen.
The amendment proposes to introduce new heritage overlays to significant places and precincts within the suburb of Caulfield North. The amendment also updates the Statements of Significance for two existing places and two existing precincts within Caulfield North. The mapped extent of the two existing precincts is proposed to be altered along with the significance rating of some properties within these precincts, which is reflected in the revised Statements of Significance. The Statements of Significance are also proposed to be incorporated into the planning scheme at Clause 72.04 (Documents Incorporated in this Planning Scheme).
Lastly, three existing heritage overlays for individual places are proposed to be removed and these places will be included within wider precincts.

Glen Eira City Council as the planning authority has prepared Amendment C246glen to the Glen Eira Planning Scheme.

The amendment proposes to implement the recommendations of the Caulfield North Heritage Review 2023 (updated March 2024) as well as the recommendations of the Kambrook Road Precinct Heritage Citation and Elsner Residence Heritage Citation to include 18 new individual places and four new precincts in the Schedule to the Heritage Overlay.
The amendment also amends the Schedule to the Heritage Overlay to include two new Statements of Significance for two existing places of individual heritage significance and removes three existing heritage overlays. The mapped extent and the Statement of Significance of two existing heritage precincts are also proposed to be amended.

Any person may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
Name and contact details of submitters are required for the planning authority to consider submissions and to notify such persons of the opportunity to attend planning authority meetings and any public hearing held to consider submissions.
The closing date for submissions is 5pm on Friday 12 December 2025. A submission must be sent to either of the following places:
The planning authority must make a copy of every submission available at its office and/or on its website for any person to inspect free of charge until the end of the two months after the amendment comes into operation or lapses.
