Experienced local government leader to take top job at Glen Eira City Council

Highly experienced local government leader Lucy Roffey has been appointed as the next Chief Executive Officer of Glen Eira City Council.

The Yarra City Council General Manager and former Central Goldfields Shire Chief Executive will take over as Glen Eira’s next CEO when long-serving chief Rebecca McKenzie exits the role in August after nine years the helm.

Glen Eira Mayor Cr Simone Zmood proudly announced the appointment after an extensive selection process that saw Ms Roffey stand out from a diverse range of highly qualified applicants.

Under her leadership, Central Goldfields Shire Council emerged from administration with renewed purpose and direction. She drove the creation of a Council Plan, Community Vision and long-term financial sustainability strategy, and guided the organisation through significant challenges, including the COVID-19 pandemic and the 2022 flood events.

Her expertise includes finance and corporate governance, strategic planning, stakeholder engagement and commercial operations. She is a Fellow of Chartered Accountants Australia and New Zealand and is a Graduate of AICD.

“Lucy’s proven track record in values-based local government leadership has led us to appoint her to lead Glen Eira for the next five years,” Cr Zmood said.

“We feel incredibly lucky to have had a leader of Lucy’s calibre choose to spend the next chapter of their career with Glen Eira. I speak for the whole Councillor group in saying we look forward to welcoming and supporting Lucy as our new CEO.

“I again thank Rebecca McKenzie for her incredible nine years as CEO across three Council terms, and for setting up the current Councillor group for success over the next four years and beyond.”

Ms Roffey said she looks forward to getting to know Glen Eira Councillors, community and staff and delivering for them.

“Glen Eira is an incredible and diverse community well served by a highly valued Council. I can’t wait to get started and help to make Glen Eira an even better place to live and work,” Ms Roffey said.

“I will bring with me the collaborative style of leadership I’ve embodied in all of my roles to date and look forward to working together with Councillors and the community to tackle big challenges like sustainable growth, activity centre enhancement, community safety and cohesion, expanding open space, and ensuring financial sustainability.”

Outgoing CEO Ms McKenzie said she is looking forward to supporting Lucy’s transition as she hands over the highly coveted role.

“The right time to leave is when things are going well. As an organisation, we have a strong and stable Councillor group and executive team of talented people who believe in what we do and genuinely care about our community. With Lucy, Glen Eira’s future is in good hands.” 

Ms Roffey will begin her tenure on 4 August 2025 following a well-planned handover process.
