Draft Elster Creek Litter Action Plan

We’re inviting community feedback on the draft Elster Creek Litter Action Plan — a collaborative roadmap to reduce litter and protect our local environment.  

Developed by the Elster Creek Litter Collaboration (ECLC), the Plan brings together Glen Eira, Port Phillip and Bayside councils, Melbourne Water, and EPA Victoria, alongside community groups and residents who helped shape its priorities. 

Elster Creek is the main waterway collecting rainwater across Glen Eira and neighbouring councils. Although much of it runs underground, the Creek and its wetlands support native plants and animals and help keep Port Phillip Bay healthy. But litter is a growing problem — blocking drains, causing flooding, and harming wildlife. 

As climate change brings heavier rainfall, it’s more important than ever to keep our waterways clear. The draft Plan outlines practical actions to stop litter at the source, clean up rubbish, and track progress. 

Key actions include: 

  • Targeted clean-up events in litter hotspot areas 
  • Education programs in schools and community centres 
  • Citizen science initiatives to monitor litter 
  • Support for circular economy programs like repair cafés 
  • Opportunities for residents to co-lead new litter reduction projects 

We know our community cares deeply about Elster Creek. Many residents and groups already work hard to keep it clean, and this Plan builds on those efforts with a coordinated, catchment-wide approach.
