We are upgrading Packer Park in Carnegie to make sure it continues to meet the growing needs of our community.
Open spaces like Packer Park in Carnegie are important places for our community to be connected and active. They’re a big part of our great quality of life here in Glen Eira.
We’re building a new pavilion, next to the velodrome, at Packer Park in Carnegie.
Works begun in March 2025 and are expected to be completed by January 2026, weather permitting.
We know offering our community ways to get outside, be active and stay fit and healthy is important for health, wellbeing and social connection, and helps to enhance their quality of life.
That’s why we’re building a new pavilion at Packer Park.
The modern building will include a club room, storage, bike wash facility, kiosk and accessible toilets.
The new fit-for-purpose building will be home to the Carnegie Caulfield Cycling Club — one of the largest cycling clubs in Australia. It will support the Club — which has over 600 members — to build junior, social and recreational cycling programs, and host large-scale events.
The Packer Park velodrome is a much-loved facility by the Glen Eira community and the broader cycling community. It’s one of only two velodromes in southeast Melbourne and one of seven in metropolitan Melbourne.
Sustainability is at the heart of this new pavilion. The building will be powered by 100 per cent renewable energy and a portion of the roof area will be connected to a 10,000-litre rainwater tank which will be used to service the toilets in the building. Recycled crushed concrete will also be used as a base for footpaths.
This new pavilion is an important part of the broader work we’re doing to make sure our recreational facilities and the sports they support are inclusive and accessible, in line with our Pavilion Redevelopment Strategy and Fair Access Policy.
This project is being delivered by Glen Eira City Council with funding from the Australian Government’s Investing in our Communities Program.
We’re upgrading the cricket training nets at Packer Park, Carnegie — to better meet the needs of our community and local cricket clubs.
We know offering our community ways to get outside, be active and stay fit and healthy is important for health, wellbeing and social connection, and helps to enhance their quality of life.
That’s why we’re upgrading the facilities. What’s happening:
These upgrades require the removal of one tree which will be offset with additional tree plantings.
With increasing participation in cricket, particularly among juniors and women, these upgrades will provide a modern, safe, and accessible training space.
These upgrades are part of our commitment to improving access, quality and safety at our recreation facilities. It also aligns with our commitment to upgrading infrastructure that supports gender equitable access and participation by women and girls in community sport, in line with our Fair Access Policy.
Works have now commenced, and weather permitting are due to be completed in December.
The playground will be upgraded, and we asked you in September 2021 what you would like to see there. We asked what play equipment you value in the playground, what play equipment you would like included in a new playground and what you think about the picnic facilities, trees, and plants around the existing playground.
The upgrade will play a crucial role in providing spaces for our community to enjoy.

Future upgrades to the playground are subject to funding.
