Enrolling to vote

Local Government Elections are taking place this October by postal vote.   

This is your chance to have your say by voting for your preferred candidate to represent you at Council.  

Voting is compulsory for everyone enrolled in the City of Glen Eira.   

In a Victorian local council election, there are two types of voters: 

  • State-enrolled  
  • Council-enrolled. 

You have one vote in the City of Glen Eira. If you are a state-enrolled voter, that is the enrolment you use to vote. 

Note: Voting entitlements are changing for the 2024 Council election due to the legislation within the Local Government Act 2020, and some ratepayers may need to apply to enrol. Read on below to learn more or visit the VEC website.


State-enrolled voters 

You must enrol and vote if you: 

  • are 18 years or older; 
  • are an Australian citizen; and 
  • have lived at your address in the City of Glen Eira for longer than one month. 

If the above applies to you, you need to ensure that you are enrolled with the Victorian Electoral Commission. 

To check whether you are on the State roll, contact the Victorian Electoral Commission (VEC) on 13 18 32 or visit the VEC website.

If you are not enrolled than you need to complete the process by 4pm on Friday 30 August 2024. 


Changes ahead of the 2024 council elections 

Voting arrangements for non-resident ratepayers have changed since the last council elections in 2020. 

In previous elections, non-resident ratepayers were automatically enrolled to vote in the council area they owned property in.  

Now, non-resident ratepayers need to apply to enrol if they wish to vote in Glen Eira’s next council election on 26 October 2024. 

These changes are explained below. Read on to see what action you must take if you wish to vote in Glen Eira’s council election. 


Non-resident ratepayers need to apply to enrol to vote

Some ratepayers can apply to become council-enrolled voters in the City of Glen Eira if they are: 

  • a property owner, occupier or represent a corporation; 
  • 18 or older; and 
  • not a State-enrolled voter within the City of Glen Eira. 

These are known as council-enrolled voters. 

If you fit into this category, you will need to apply to enrol with Council. See below for information to assist with applying and application forms are available.

Owner ratepayers (non-resident ratepayer) 

You can apply to enrol in the City of Glen Eira if you: 

  • own a rateable property in the council area; 
  • are 18 or older (on or before election day); and 
  • are not a state-enrolled voter who lives in the City of Glen Eira. 

This includes: 

  • Australian citizens who own a property in the City of Glen Eira but do not live in the area (for example an investment or a holiday home); or 
  • non-citizens over the age 18 who owns a property and lives in the City of Glen Eira. 

Up to two ratepayers can apply to enrol per property, but each person only gets one vote. 

Occupier ratepayers (non-resident ratepayer) 

You can apply to enrol in the City of Glen Eira if you: 

  • are responsible for paying rates for a property in the council area that you occupy but do not own;  
  • are 18 or older (on or before election day); and 
  • are not a state-enrolled voter as a resident of Glen Eira. 

Up to two people per property can apply to enrol, but each person only gets one vote.

Corporations (non-resident ratepayer)

You can apply to enrol to vote on behalf of a corporation if you: 

  • are a director or company secretary of a corporation that pays rates (either as an owner or an occupier) in the council area;  
  • have consented to being appointed as the corporation’s representative;  
  • are 18 or older (on or before election day); and
  • are not already a state-enrolled voter or council-enrolled voter for the same council. 

Only one person can apply to enrol as the corporation’s representative. 

If you meet any of these criteria, you can complete the appropriate application form below.  

Once you are enrolled, you must vote for the October 2024 elections and onwards. If you don’t vote, you will be fined by the Victorian Electoral Commission.

All sections of the form must be complete in order for the form to be accepted.

Resigning your enrolment 

If you don’t want to vote for that property that you are enrolled for anymore, you can apply to resign your enrolment. 

If you sell your property, your council enrolment will automatically become invalid and you will have to apply to enrol again if you have a valid entitlement, such as another property within Glen Eira or you if you are a non-resident you become a resident of Glen Eira.

Silent voter 

If you believe that having your address printed on the voters' roll could put your personal safety or your family's safety at risk, you can apply to be a silent voter.  

This means that you are still required to vote, but the address where you live is not shown on the printed voters' roll. 

As a State-enrolled voter, contact the Victorian Electoral Commission (VEC) regarding enrolling as a silent voter. If you are already a silent voter on the state electoral roll, you will automatically be made a silent voter on the council electoral roll if the VEC can identify and match your records. 

As a council-enrolled voter, you can complete a silent voter application directly with us.

VEC free online voter education sessions 

The VEC deliver free online voter education sessions about elections to communities including people with a disability, experiencing homelessness, from Aboriginal and Torres Strait Islander backgrounds, culturally and linguistically diverse backgrounds and young people from all communities. Voter education sessions can be delivered in some community languages and the VEC can provide interpreters.
