These amendments are currently being completed by Glen Eira City Council.

Balaclava Road Heritage — Amendment C251

We invite you to make a submission to Planning Scheme Amendment C251.

It amendment proposes a number of changes to the planning scheme:

  • To extend Heritage Overlay HO90 to include five additional properties and rename this area to the Balaclava Road Victorian Group.
  • To revise 11 Statements of Significance for places already included in the Heritage Overlay.
  • To include two heritage design guidelines as incorporated documents in the Heritage Overlay.
  • To turn on tree controls (which means a planning permit is required to remove a specified tree) and fence/outbuilding controls (a planning application will be publicly advertised for the demolition of specified fences/outbuildings) for select properties already within the Heritage Overlay and correct anomalies and mapping errors.

Bentleigh East Neighbourhood Activity Centre — Amendment C247

Amendment C247 proposes to introduce a new Schedule 13 to the Design and Development Overlay (DDO13) into the Glen Eira Planning Scheme. This new schedule includes built form provisions to guide new development within the Bentleigh East Neighbourhood Activity Centre, such as maximum building heights or setback requirements. DDO13 is underpinned by the Bentleigh East Neighbourhood Activity Centre Built Form Framework (the Framework), which provides the strategic justification for the Amendment and the built form provisions it proposes to introduce. Amendment C247 proposes to introduce the Framework into the Glen Eira Planning Scheme as a Background Document.

Council received the Panel report on 8 March 2024 and is now available for public view:

The Panel report will be presented to Council on 1 May 2024 for a decision about whether to adopt the amendment and send it to the Minister for Planning for final approval.

Carnegie Structure Plan 2022 — Amendment C237

Amendment C237 proposes to introduce permanent planning controls into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in the commercial and mixed-use areas of Carnegie.

The introduction of a Design and Development Overlay (DDO9) to the centre will guide the heights and setbacks of new development so that their scale and form respond to the heritage character of Koornang Road and the adjoining residential areas.

The planning panel ran for six days over a two-week period from 12 February to 22 February.

Council received the planning panel report on 28 March 2024. The panel supported the amendment and recommended it be adopted subject to some changes.

It will be considered by Council for potential adoption in June. If Council adopts the amendment, it will be sent to the Minister for Planning for final approval.

Elsternwick Structure Plan — Amendment C256

The Elsternwick Structure Plan was adopted by Council on 15 August 2023.

Amendment C256 translates the proposed planning controls from the structure plan into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in Elsternwick.

The amendment proposes to introduce a Design and Development Overlay (DDO10) to the commercial and mixed-use areas of the centre on a permanent basis. The DDO will guide the heights and setbacks of new development so that their scale and form respond to the heritage character of Glen Huntly Road and the adjoining residential areas.

Council has asked the Minister for Planning to authorise the amendment on 28 November 2023.  When the amendment is authorised, its public exhibition will commence.

Glen Huntly Structure Plan — Amendment C221

The Glen Huntly Structure Plan was adopted by Council on 12 September 2023.

Amendment C221 translates the proposed planning controls from the structure plan into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in Glen Huntly.

The amendment proposes to introduce a Design and Development Overlay (DDO14) to the commercial and mixed-use areas of the centre on a permanent basis. The DDO will guide the heights and setbacks of new development so that their scale and form respond to the heritage character of Glen Huntly Road and the adjoining residential areas.

Council has asked the Minister for Planning to authorise the amendment on 8 November 2023. When the amendment is authorised, its public exhibition will commence.

Housing Strategy — Amendment C255

Amendment C255 proposes to implement the key directions of the Glen Eira Housing Strategy into the Glen Eira Planning Scheme. It guides different levels of housing growth and types to appropriate locations by introducing the future character and built form precincts via new and amended residential zone schedules and rezoning land. The amendment aims to improve Glen Eira’s housing diversity, landscaping and canopy tree cover, encourage quality building and design, enhance neighbourhood character and support sustainable land use. It will do this by strengthening local policy and planning controls.

Amendment C255 is right at the start of the amendment process. Officers have now prepared and submitted the amendment documentation to the Department of Transport and Planning. If Council receives authorisation from the Minister for Planning, it will proceed to go on public exhibition later in 2024 where submissions can be made.
