  • apply a Specific Controls Overlay (SCO7) to the land at Caulfield Racecourse, Station Street, Caulfield East,
  • and make other associated changes to the Glen Eira Planning Scheme to facilitate buildings and works for Works Packages 3-5.

196–198 Hawthorn Road, Caulfield North combined Amendment and Permit Application — C234glen

At the Council meeting held on 12 October 2022, it considered submissions received to the amendment. Pursuant to Section 23(1)(c) of the Planning and Environment Act 1987, it resolved to abandon the amendment on the following grounds:

In its capacity as the planning authority, considers that owners of land benefited by the restriction may suffer detriment (including any perceived detriment) as a consequence of the variation of the restriction.

Heritage Elsternwick, Carnegie and Bentleigh Amendment — C204glen

The Amendment proposes to implement some of the recommendations of the Glen Eira Heritage Review of Elsternwick Structure Plan Area 2019 Stage 2 Report (adopted 1 February 2022) by applying the Heritage Overlay to two proposed heritage precincts and twelve proposed individual heritage places in Elsternwick. The Amendment also proposes to include the proposed Glenhuntly Tram Terminus Estate Shops Heritage Precinct within the Heritage Overlay (HO159), amends existing HO72 by removing non-contributory properties and removes two properties from Heritage Overlay (HO69).

Public Open Space Amendment — C218glen

lanning Scheme Amendment C218glen proposes to increase the public open space contribution rate to 8.3 per cent to expand Glen Eira’s public open space network and improve existing open space.

The amendment proposes to amend the Glen Eira Planning Scheme by:

  • Increasing the public open space contribution rate from 5.7 per cent to 8.3 per cent.
  • Replacing the existing Public Open Space Contribution Policy with a new policy.
  • Incorporating the following documents into the Planning Scheme:
  • City of Glen Eira Open Space Strategy Refresh 2020 (adopted 9 June 2020)
  • City of Glen Eira Open Space Strategy Refresh Update of the Public Open Space Contributions Program (2 November 2020).

A Planning Panel Hearing was held on 23 and 24 May 2022.

Planning Scheme Update — C220glen

Amendment C220 proposes changes to the Glen Eira Planning Scheme in two areas. These include a revision of the local policies in the Scheme, to reflect strategies recently endorsed by Council including the Open Space Strategy (Refresh), Integrated Transport Strategy, City Plan, Parking Policy and Environmental Sustainability Strategy, now replaced by our Climate Emergency Response Strategy. The revision aims to ensure that local policies are up-to-date.

Amendment C220 also proposes changes to the structure of the Scheme, amending how information is set out. This formatting change reflects reforms introduced through the State Government's Smart Planning program that aim to ensure all planning schemes are clearer and easier for everyone to understand.

A Planning Panel Hearing was held on 15 May 2022.

The Amendment was considered at the 9 August 2022 ordinary Council meeting and adopted. To view the agenda and minutes, visit the Ordinary Council Meeting Tuesday 9 August 2022 webpage.

The Amendment has been submitted to the Planning Minister for final consideration, and Council is awaiting an outcome.
