Melbourne Water is updating its flood maps to better plan and manage flooding across parts of Greater Melbourne, including Glen Eira.

Having up-to-date flood information helps us understand how to best prepare for flooding and how to minimise its impact. This information is used by state government, local councils, developers, businesses and the community.
The updated maps show areas that are likely to be impacted by stormwater flooding in a major storm. The maps are based on projections for a major flood in the year 2100, considering anticipated impacts of climate change on local rainfall patterns.
These maps will help guide future planning decisions, building approvals, infrastructure upgrades and emergency management. They are also an important tool for helping our community prepare for potential flooding.

What’s next?
These maps are currently in draft format. Following consultation, Melbourne Water will consider all submissions received. This may result in some changes to the shape of the flood maps and could change how many properties are impacted. The maps will then become finalised.
Once finalised, this information will be used for planning and building decisions and emergency management preparedness. The maps will be translated into the Glen Eira Planning Scheme through a planning scheme amendment process. This will likely include a suite of planning controls (such as zones or overlays) which may require permits for use and development.

What is stormwater flooding?
Stormwater flooding (also known as flash flooding) occurs when heavy, intense rainfall overwhelms the underground drainage system in a major storm.
What is considered a major storm?
A major storm, for the purpose of updating the flood maps, is a one per cent (1%) Annual Exceedance Probability flood. This is more widely known as a 1-in-100-year flood but is more accurately described as a flood that has a one per cent (1%) chance of occurring in any given year.
Can there be better drains?
Council uses the flood maps to help guide investment and improvement opportunities to the drainage system. However, even the best drains can be overwhelmed in major storms. Designing every drain to cope with rare, extreme weather events is not practical. It would be extremely costly to replace all pipes across the municipality and in many areas, there is not enough space under roads for larger pipes.
