About the Glen Eira Planning Scheme
The Glen Eira Planning Scheme is a legal document containing policies and provisions that control how people can use and develop land.
Our planning scheme has three main parts:
- maps showing how zones and overlays affect land
- ordinances setting out the written requirements
- incorporated documents
Planning schemes are binding on everyone including individuals, businesses, government departments and councils.
Why do planning schemes change?
We amend the Glen Eira Planning Scheme in accordance with the Planning and Environment Act 1987.
A planning scheme amendment may involve:
- updates or corrections
- changes to land zones or overlays
- new policy or development controls
- change to the ordinance or written part of the scheme
- more than one of the above.
Amendments sometimes include new plans, strategies or policies, or reflect a new circumstance or direction.

Planning Scheme Review
All Victorian local governments are required to undertake a Planning Scheme Review under Section 12B of the Planning and Environment Act 1987 within 12 months of adopting a new four-year Council Plan.
The purpose of the review is to enhance the effectiveness and efficiency of the planning scheme in achieving the objectives of planning in Victoria. It assesses the performance of the planning scheme and informs our strategic work plan for the next 4 years.
Glen Eira undertook its last review in November 2023.
In March this year, the Department of Transport and Planning (DTP) issued the Planning Scheme Reviews Advisory Note, March 2026, directing all Victorian councils to undertake a planning scheme review and submit to the Minister for Planning by the 31 October 2026.
The Glen Eira planning scheme review has been undertaken, the report was endorsed at the 6 October 2026 Ordinary Council Meeting and has been sent to the Minister for Planning.
The next step is to implement the findings of the review through a formal planning scheme amendment process which will commence in 2027 and be publicly exhibited in accordance with the requirements of the Planning and Environment Act 1987.
