Amendment C247 proposes to introduce permanent planning controls into the Glen Eira Planning Scheme to provide greater certainty about the scale of future development in the commercial areas of Bentleigh East on Centre Road.
Bentleigh East Neighbourhood Activity Centre — Amendment C247
The introduction of a Design and Development Overlay (DDO13) to the centre will guide the heights and setbacks of new development so that their scale and form respond to the character of Centre Road and the adjoining residential areas.
DDO13 is underpinned by the Bentleigh East Neighbourhood Activity Centre Built Form Framework which provides the strategic justification for the Amendment and the built form provisions it proposes to introduce. Amendment C247 proposes to introduce the Framework into the Glen Eira Planning Scheme as a Background Document.

The amendment proposes to:
- Introduce a Design and Development Overlay (Schedule 13 to Clause 43.02 – DDO13) into the planning scheme to control the heights and setbacks of new development.
- Include the Bentleigh East Neighbourhood Activity Centre Built Form Framework as a Background Document in the Schedule to Clause 72.08.

Community and stakeholders can make a written submission | Council considers submissions and can abandon amendment or refer to an independent panel. | Council presents its case. Submitters can presnt their case. |
Council considers panel report. Panel can recommend changes, approval or abandonment. | Council adopts the amendment and sends it to the Minster for final approval. It is gazetted and included in planning scheme if Minister approves it. |

Council received the Panel report on 8 March 2024 and is now available for public view:
The Panel report will be presented to Council on 1 May 2024 for a decision about whether to adopt the amendment and send it to the Minister for Planning for final approval.
