Proposed Conduct at Meetings and Common Seal Local Law

Notice is given under section 73(3) of the Local Government Act 2020 (Vic) (the Act) that, at its Council meeting on 9 April 2024, Glen Eira City Council (Council) resolved to make the Conduct at Meetings and Common Seal Local Law (proposed Local Law) available for community consultation.

The objectives of the proposed Local Law are to:

  1. revoke Council’s Meeting Procedure Local Law 2019, which commenced operation on 7 November 2019;
  2. create offences with respect to conduct at Council meetings and meetings of Delegated Committees;
  3. regulate and control the use of Councils Common Seal.

The intended effect of the proposed Local Law is to:

  • protect the health, safety and wellbeing of Councillors, Council Officers and community members in attendance at meetings of Council and Delegated Committees;
  • regulate the use of Council’s Common Seal;
  • establish penalties for offences relating to conduct at meetings of Council and Delegated Committees, and misuse of Council’s Common Seal; and
  • empower authorised Council officers to issue an infringement notice.

A copy of the proposed Local Law and its Community Impact Statement are available for inspection and may be obtained, during office hours, from Council’s office at the corner of Glen Eira and Hawthorn Roads, Caulfield. These documents are also available on Council’s websites at www.gleneira.vic.gov.au (below) and www.haveyoursaygleneira.com.au/governance 

Council is applying a ‘Participatory’ community engagement process in accordance with its Community Engagement Policy. The community engagement period opens on 22 April 2024 and closes on 20 May 2024.

Any person affected by the proposed Local Law may make a written submission relating to the proposed Local Law.

Submissions may also be:

  • delivered to Council’s Service Centre, at the corner of Glen Eira and Hawthorn Roads, Caulfield;
  • made by email to engagement@gleneira.vic.gov.au or
  • marked ‘Conduct at Meetings Local Law Submission’ and addressed to Robert Parker, Manager Customer Experience, Glen Eira City Council, PO Box 42 Caulfield South 3162.

Any person who has made a submission to Council and has requested to be heard in support of their submission may appear in person, or to be represented by a person specified in the submission, at a meeting of Council.
