How are waste charges calculated?

Our policy is to levy waste and recycling charges on the basis of cost recovery. Waste and recycling charges appear on your rate notice for the use of our waste collection service. These charges pay for:

  • kerbside waste collection
  • hard rubbish collection
  • recycling
  • waste disposal
  • State Government Landfill Levy — which we must pay when depositing waste at landfill.

Waste and recycling charges are compulsory for residential properties, but optional for commercial properties. They don’t apply to properties with no improvements (vacant land). If you are demolishing your house, please contact us to remove your council bins.

Is Council still recycling?

Yes, Glen Eira is recycling accepted items in the yellow bin. Please visit what goes in my bins to check what items can and cannot be recycled.

How much more am I paying in 2023–2024?

We levy our waste and recycling charges based on cost recovery. This table shows how much more you’re paying this financial year, including the estimated state waste levy. New charges will apply from 1 July 2023.

If the land is vacant the standard waste charge is not applicable for the period of time from demolition to completion of construction. Please contact us to remove your council bins when demolition starts so we can remove the waste charge. Some residential properties may be charged a litter management fee if the planning permit for the property specifies the property must receive a private waste collection where both garbage and recycling is undertaken at the property.

  • Small 120-litre bin: height 85cm, width 41cm, depth 41cm
  • Large 240-litre bin: height 95cm, width 50cm, depth 57cm
  • Maximum weight in the bin is 75Kg

Litter management charges

If a private contractor empties bins on your property, we’ll charge you $88 for 2023–24 (Litter Management Charge). Please check your rates notice for itemised litter management charges, which cover a share of services including street sweeping, dumped rubbish removal and public bins.

Commercial garbage and recycling collection

Small or medium businesses can access commercial waste and recycling collection, as well as a free 240-litre yellow bin for fortnightly recycling with every red bin for general waste.

You need to notify us if you have hired a private waste removal contractor so we can remove the council bins and the waste charge from the commercial property. If you don’t notify us, we will assume that you still need our service and you won’t be eligible for a refund of charges for previous years.

Commercial properties are not eligible for Council’s booked collections services, including hard rubbish collections.

Can I change the size of my bins?

Yes, contact us on 9524 3333 to change the size of your bin. Just be aware that larger red bins cost more and will need approval from the landlord or property ratepayer.

What if my bin is damaged?

We will repair or replace your damaged bin. We will not replace bins that are in good working order. Report the damaged bin on our online request system or by calling us on 9524 3333.

Do I have to keep sharing bins?

If you are the ratepayer and would like us to review the mix of bins on your block, please contact us on 9524 3333.

If you are renting, you need your landlord’s approval to change the mix of bins. Please complete the Landlord authorisation for extra waste services 2023–24 (PDF, 68KB).

Can I get an extra green bin or yellow bin?

Yes. We charge $43 for an extra green waste bin, and $65 for an extra recycling bin. If you’re the ratepayer, contact us on 9524 3333.

Can I apply for additional bin space due to special waste needs?

If your household is included in the following groups, you are eligible for a larger or additional red bin and additional yellow bin at no extra cost:

  • families with six or more members
  • families with four or more members, where at least one member is a concession card holder
  • families with children in nappies
  • households with additional waste for medical reasons.

You will need to complete and submit our online special waste application and attach the relevant supporting documents.

Family — supporting documents

Families with six or more members:

  • evidence to show that there is a family of six (6) or more at the property (a Medicare card or similar)
  • if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).

Families with four or more members, where at least one member is a concession card holder:

  • evidence to show there is a family of four (4) or more at the property (a Medicare card or similar).
  • a copy of a current State Government concession card (eg. a Health Care Card in the name of one of the residents at the property).
  • if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).

Families with children in nappies:

  • evidence to show that there is a family of two (2) or more at the property (a Medicare card or similar)
  • if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).

Medical — supporting documents

Households with additional waste for medical reasons:

  • a letter from a medical practitioner stating that there is need for extra capacity to dispose of additional waste associated with a disability or medical treatment.
  • if you are a renter, evidence that shows you are a resident (eg. a utility bill or lease).​

Please allow 10 working days for us to process your application.

Once your application has been approved, the property rates will be changed to show that a special waste arrangement is in place. If applicable, we will organise for the larger or additional bins to be delivered within 10 working days.

You will be asked to reapply for a larger or additional red bin and additional yellow bin every two years to demonstrate that you are still eligible. Contact us if you need a copy of the application form posted or emailed to you.

If you are not eligible for special waste, you can still request additional or larger bins. Just be aware that larger red bins and additional bins cost more and will need approval from your landlord or property ratepayer.
