Glen Eira City Council has determined to refuse the second Development Plan relating to the Caulfield Village Development prior to public notification.
An application for review of Council’s refusal to approve Development Plan 2 has been filed with the Tribunal (VCAT).
Council invites comments on the whole of Development Plan 2. Council will forward all comments to the Tribunal (VCAT) and ‘Applicant for Review’ for consideration at a future Tribunal Hearing.
- The land affected by this Development Plan is located at Station Street, Caulfield East (area bound by Smith Street to the east, Station Street to the south and Bond Street to the west).
- The Development Plan is for stages four, five and six of the Residential and Mixed Use Precincts.
- The applicant for the Development Plan is BPG Caulfield Village Pty Ltd.
- The Development Plan reference number is DP-18602/2015.
Documentation may be viewed during office hours at Council’s Planning Department (Monday, Wednesday, Thursday and Friday 8.30am–5pm and Tuesday 8.30am–7.15pm) and is free of charge. Copies of the documents/Plan may be obtained from Council. However, copying charges will apply as follows:
- A4 — $2.30 each;
- A3 — $2.70 each; and
- AO, A1 — $7.60 each.

Any person who may be affected by the approval of the Development Plan may make a submission to the Responsible Authority.
A submission must:
- be in writing and sent to the Responsible Authority;
- include the reasons for the submission;
- state how the submitter will be affected; and
- quote the reference number listed above
The closing date for submissions on the Development Plan is Thursday 7 July 2016.
A submission must be sent to the Planning Department, Glen Eira City Council, PO Box 42, Caulfield South 3162.
It is important to note that submission comments regarding building heights, building footprints and/or setbacks cannot be taken into consideration by Council because these were determined during the Amendment C60 process and cannot be altered as part of the Development Plan assessment process.
The Development Plan is otherwise exempt from notice requirements of Section 52(1)(a), (b) and (d) of the Planning and Environment Act 1987 (Act), the decision of requirements of Section 64(1), (2) and (3) of the Act and the review rights of Section 82(1) of the Act.

Any submission received will be made available for public inspecting during business hours if requested. Accordingly, any information contained in your submission, including personal information such as your name, address and telephone number, is not confidential or subject to the privacy legislation, and may be viewed by any person who attends Council to inspect the submissions.
