On 1 December 2019, new legislation to improve swimming pool and spa safety came into effect; introducing new inspection, maintenance and compliance requirements for property owners.
Swimming pool and spa registration and certificate lodgement
As part of the changes, you will be required to register your swimming pool and/or spa with Glen Eira City Council by 1 November 2020.
As a pool or spa owner, you have an obligation to maintain the operation of your swimming pool or spa barrier to prevent access to the pool or spa. Gates and doors must be self-latching and remain closed except when entering the pool or spa.
How do you check for compliance?
You can check whether your pool and spa complies with the relevant legislation by referring to the checklists provided by the Victorian Building Authority. Requirements vary depending upon the date that your pool or spa was installed. Please view checklists links below:

Timeframes for inspection and lodgement of certificate of barrier compliance
UPDATE: The due date for lodging your certificate of compliance has been extended. Due dates are as follows:
| Pool/spa construction date | Compliance certificate must be lodged by |
| On or before 30 June 1994 | 1 June 2022 |
| From 1 July 1994 until 30 April 2010 | 1 June 2023 |
| From 1 May 2010 until 31 May 2020 | 1 June 2024 |
You are required to lodge a certificate of barrier compliance every 4 years. Council will advise on the exact dates.
Pools and spas constructed on or after 1 November 2020
Your first certificate of barrier compliance will be due within 30 days of occupancy permit or certificate of final inspection. This certificate must accompany your application for registration.
