| Council sees community consultation as a vital part of its decision-making process. Consultation involves the community in Council's planning and activities and helps Council to understand the community's priorities and issues.
Council has adopted six steps to guide community consultation. The six steps are set out below in the attached document. | |
| New bicycle strategy underway | | Progress on the new Glen Eira Bicycle Strategy is well underway, with research and a review of the previous strategy already complete and an infrastructure audit to be completed during November.
This is an exciting time for cycling in Glen Eira as Council, residents and key stakeholders provide input into a new Strategy that will shape not only the provision of future infrastructure, but the culture of cycling in Glen Eira. Key objectives of the Strategy include: - identifying a vision and principles that should frame the City’s approach to the planning and development and experience of cycling following the implementation of the Glen Eira Strategic Bicycle Plan in 2000;
- further developing the network of local on-road bicycle networks — and off road if possible — that link schools, shopping centres, railway centres and open space areas;
- encouraging cycling as an alternate means of transport and to encourage residents to lead healthier lifestyles; and
- identifying cycling needs and barriers to participation. Consultants, Sinclair Knight Mertz, will be assisting Council in delivering the Strategy which will take Glen Eira forward into the future.
The first Glen Eira Strategic Bicycle Plan was completed in 2000. To date, this Plan has been very successful and has become the blue print for Council to develop the on and off road trail network across the municipality.
Cycling is gaining in popularity each year with significant changes in the cycling culture since 2000. More and more people are finding cycling an attractive alternative to those short trips down to their local shop or even to work.
The new Bicycle Strategy will provide an excellent strategic direction for Council in the development of bicycle infrastructure, planning and education for the years ahead.

| What do you think of cycling in Glen Eira? | | Glen Eira City Council is currently preparing a new Bicycle Strategy that will promote cycling across the municipality.
You are invited to a workshop to discuss the Strategy and any ideas you may have on improving cycling in Glen Eira.
Council is being assisted in preparing the Strategy by Sinclair Knight Merz (SKM) — experienced bicycle planning specialists.

Councillor Code of Conduct | | This Code of Conduct was adopted by resolution of the Glen Eira City Council on 2 November 2005 in accordance with section 76C of the Local Government Act 1989. Section 76C(2) of the Local Government Act states; "A Council must review the Councillor Code of Conduct within the period of 12 months after a general election".
Councillors discussed the Code of Conduct on 7 July 2009 and 18 August 2009 and at the Council Meeting on 22 September 2009 resolved to invite community consultation for a period of 28 days on an amended Code of Conduct.

Community consultation — Bentleigh Plaza rotunda space | | Council is calling for community input on the future use of the Bentleigh Plaza rotunda space in Centre Road, Bentleigh.
During Council’s earlier streetscape consultation, community members stated whilst they valued the recreational area, the rotunda space:
• is under utilised; • acts as a wind tunnel; and • is a constant target of graffiti vandalism.
Council’s aim is to revitalise this space to best suit the needs of the community.
To provide initial direction, Council is seeking feedback from the community.
A questionnaire to allow community members to share their views on the future use of the rotunda space has been developed and can be obtained from Council’s Service Centre, corner Glen Eira and Hawthorn Roads, Caulfield or downloaded from the link below.
A staffed onsite information booth will also be open at the Bentleigh Plaza rotunda space in Centre Road, Bentleigh on the following days:
Thursday 17 September —12pm to 2pm; Friday 18 September — 12pm to 2pm; and Saturday 19 September — 9am to 11am.
Questionnaires will be received up until Wednesday 30 September.

Proposed Local Law 2009 - Public consultation | | At its meeting on 21 July 2009, Glen Eira City Council resolved to give notice of its intention to make a new Local Law known as the Glen Eira Local Law 2009 (‘the proposed Local Law’).
The proposed Local Law will amend the provisions of the existing Glen Eira Local Law 2000 and which would be revoked on the commencement of the proposed Local Law.

Submissions | | Any person affected by the proposed Local Law may make a submission to Council under section 223 of the Local Government Act 1989 (“Act”).
Submissions must be received by 5pm on 28 September 2009.
Submissions will be considered in accordance with section 223 of the Act. A person making a submission is entitled to appear in person, or to be represented by a person specified in the submission, at a meeting to be heard in support of the submission.

| Improving Packer Park | | Master Plans Glen Eira City Council has recognised the importance of developing master plans for individual parks to assist in developing parks for the whole community. Master plans provide concept plans which guide the detailed design and implementation process.

Councillors’ Code of Conduct | | Councillors are considering adding to the Councillors’ Code of Conduct to deal with the ‘decision-forming’ process: discussions in the lead up to formal decision-making in the Chamber. Click on the link to view the Code of Conduct
The addition being considered would add to section 5.12: Councillors’ decisions are made in Statutory Council Meetings. In discussions leading up to such decisions, Councillors may explore a range of positions and express a range of views (for example, in Committee meetings or Briefing meetings). Those views must not be reported outside those meetings. To do so would discourage full discussion of developing issues and the ability for Councillors to firm up their views as questions are answered and information provided. Councillors’ accountability is for their vote and statements in support of their vote at the time that the matter is decided in the Statutory Meeting. Council welcomes community input on this proposal up until Monday 18 August.

| Municipal Early Years Plan (MEYP) community consultation forums | | Council in partnership with key health and community organisations and community members is working to develop a strong and sustainable four year Municipal Early Years Plan (MEYP). Residents are invited to attend a forum to discuss the needs and issues that impact on the health and wellbeing of birth to six year olds.
The feedback will help Council develop a plan that will ensure high quality services for children and families in Glen Eira.

| Proposed redevelopment of housing in McKinnon | | Glen Eira City Council will be consulting with the community concerning a proposal from the Port Phillip Housing Association (PPHA) to redevelop independent living units at 3–5 Station Avenue, McKinnon.
The PPHA, in partnership with the Multiple Sclerosis (MS) Society, are proposing to Council that the property, which currently comprises independent living units, be transferred to the ownership of the PPHA. The PPHA would pay the Council $3.1 million for the land.
The PPHA and the MS Society would then redevelop the property at their cost to provide modern housing to meet the needs of their clients.
The redevelopment would be subject to standard town planning processes including rights to object and rights to appeal. All existing residents would have security of tenure should the development proceed. They would be relocated at no cost to them to other accommodation of the PPHA or Council and would be offered the new accommodation after it is built.
Council is calling for submissions on the proposal and will consider all submissions prior to making a final decision.

| Draft Glen Eira Community Plan | | Council is calling for submission on its draft 2008-2013 Community Plan.
The Plan has been developed following extensive community consultation and is based on the key themes of: the environment; transport and traffic management; open space, recreation and leisure; community facilities and assets; community building; development and planning; services for children, youth, families and the aged; and governance.
The Plan includes Council’s Strategic Resource Plan for the next 10 years and details an Action Plan for the next 12 months outlining the steps Council will take to implement the Plan.
The Plan is available at Council’s Service Centre and libraries.
Submissions close on Thursday 15 May 2008. Any person may make a submission under Section 223 of the Local Government Act.

Draft Community Safety Plan | | Glen Eira’s Community Safety Committee — a partnership between Council and Victoria Police, VicRoads, Metropolitan Fire Brigade (MFB), Department of Education and Early Childhood Development (DEECD), Department of Employment and Training (DEET), Department of Human Services (DHS), Connex, and Neighbourhood Watch — has developed a four year Glen Eira Community Safety Plan.
The draft Plan is available for public comment until Wednesday 30 July. Comments can be posted to:

Additionally, residents are invited to have their say on the Glen Eira Community Safety Plan 2008–2012 at a community meeting.

Draft Environmental Sustainability Strategy 2008 | | Glen Eira City Council has endorsed the draft Environmental Sustainability Strategy 2008 for public exhibition.
To allow for community input into the Strategy, it is not yet finalised. It has been drafted to the extent that it provides information about environmental sustainability in Glen Eira, suggests a vision and objectives, identifies a means of monitoring and reviewing the implementation and provides suggested actions. The strategy also looks at initiatives that integrate Council's environmental, social and economic goals.
Matters that still require finalisation include setting of targets to allow for ongoing monitoring and review and finalisation of the Action Plan. Glen Eira Community Environment Forum 2008 Glen Eira City Council will hold the Glen Eira Community Environment Forum 2008 on Thursday 31 July in the Caulfield Cup Room, Glen Eira Town Hall, corner Glen Eira and Hawthorn Roads from 7pm to 9pm.
The Forum will discuss Council’s draft Environmental Sustainability Strategy.
Members of the community are encouraged to forward submissions to Council prior to the Forum, to note issues for discussion.

Former reservoir - corner Booran and Glenhuntly Roads | | Glen Eira City Council conducted a community meeting in March to discuss the future use of the Booran Road Reservoir.
Attached is a summary of comments raised by both residents and staff during the community meeting.

| Public health plan consultation forum The Glen Eira community and local agencies are invited to have their say on Council’s 2009-2012 Municipal Public Health Plan at a community forum next month.
To be held on Tuesday 15 April, the Plan identifies the health and wellbeing needs of the Glen Eira community and establishes clear service planning and priorities for local government.
The forum will be held from 10am to 1pm at Packer Park Hall, Leila Road, Carnegie.

| Glen Eira Community Plan consultation Glen Eira City Council conducted six community workshops throughout February, as part of its community consultation process for the development of the Glen Eira Community Plan.
The meetings targeted small neighbourhood areas allowing residents to have an input into the Community Plan as well as the opportunity to discuss local issues. Many of the individual issues raised by participants during the consultations have been grouped into broader themes so they can be adequately addressed within the Community Plan.
The Plan aims to be a strategic document, which outlines objectives and strategies to achieve long term Council priorities. Attached to the Plan is an Action Plan, which provides details of what will be achieved in the first 12 months.

| Former reservoir - corner Booran and Glenhuntly Roads
The former reservoir on the corner of Booran and Glenhuntly Roads is no longer used.
Council has worked with South East Water to see whether the reservoir could be used to capture storm water which could then be used to water parks, ovals etc. Such a project would involve a good deal of re-engineering, pipes, pumps etc.
South East Water concluded that the cost of water from such a project would be five times more expensive than tap water and that the investment required could not be justified. (Council is undertaking many other projects to make more responsible use of water including using storm water to irrigate trees and garden areas, tank water, bore water and so on.)
South East Water is in the process of handing the site back to the State Government.
Broadly speaking, there appear to be two options for the future of this site: | |
 | development as a sportsground and open space; or |  | residential development. |

| Council would like to develop a proposal for a combination of a soccer pitch using synthetic turf together with landscaped gardens.
Glen Eira has a shortage of soccer pitches. A synthetic surface would reduce our use of scarce water, allow all-weather use and would always look green. Such a facility would not be allocated to any one Club or Association but would be directly managed by Council and made available for a range of clubs and sports to use.
A small changing room, toilets etc would need to be provided along with some car parking. The amenity of nearby residents would need to be protected by careful design of such things as hours of use, lighting, car parking, fencing and so on. The surrounding area could be landscaped with trees, other vegetation, park benches etc.
If residential development was considered, the site is on the tram line, close to the railway station and has been designated a “major activity centre” under Melbourne 2030. Melbourne is growing at 1,000 residents a week and sites such as these are sometimes identified for higher density residential development. In these circumstances, development of, say, two or three storeys facing the streets and higher in the centre might be expected.
Council is holding a community meeting on Monday 17 March at 7.30pm in the Theatrette on the ground floor of the Town Hall. This issue is in its formative stage and we do not have any more information to present but we would like to hear the community’s views.

| Draft Animal Mangement Plan open for public comment
Residents have the opportunity to provide feedback on Glen Eira’s animal management programs, services and future initiatives, following the release of Council’s draft Domestic Animal Management (DAM) Plan.
The Plan, which is now a requirement under State legislation, provides details on how Council will address issues such as dogs at large, cat overpopulation, nuisance pets and registration and identification.
The Plan also details how Council will continue to promote and educate residents about responsible pet ownership.
Copies of the Plan are available from Council’s four libraries, the Service Centre and from www.gleneira.vic.gov.au
A copy of the Plan can also be mailed out upon request. Written submissions and comments must be received by Monday 17 March at 5pm.
