    Rates and charges

    On 26 June 2012, Glen Eira City Council declared:

    • a general rate in the dollar of 3.2425 per cent of the net annual value (NAV);
    • a service charge (waste and recycling) of $360 for a 240 litre bin, $165 for a 120 litre bin, $259 for a large family 240 litre bin and $165 for each flat sharing the same 240 litre bin;
    • a service charge (waste only) of $314.60 (including GST) for non-residential properties;
    • a service charge of $67.10 (including GST) for commercial green waste;
    • a service charge (recycling only) of $45.10 (including GST) for non-residential properties; and
    • $45.10 (including GST) for additional recycling bins for residential. 

    In 2012–13, there will be no ongoing annual charge for residential green waste bins.  First time users of the residential green waste bin will only be charged a once-off fee of $55.

    General rate in the dollar

    The rate in the dollar is determined by Council as part of the budget process for the forthcoming year. Like any household or business, we must create a budget to manage its business activities for the community. The rate in the dollar is calculated by dividing the total rate revenue by the net annual value (NAV) of all rateable assessments (properties). This rate is then applied to all rateable assessments. For example, if the total rate revenue is $40 million and Council’s rateable assessments have a total net annual value of $950 million the rate in the dollar would be 4.2105 cents in the dollar of NAV or 4.2105 per cent. To calculate the rate for the year 2012-13, multiply the property's NAV as shown on the rate notice by the rate in the dollar which is .032425 or 3.2425 per cent. For example, if your property has a NAV of $25,000 the rate payable would be $810.60 plus any applicable service charges.

    Service charges

    Garbage service charges appearing on the rate notice are for the use of our waste and recycling collection service. Waste and recycling charges are compulsory for all residential properties, but are optional for commercial properties. Ratepayers can choose what capacity waste collection service they require.

    The four types of waste collection services available for residential properties are:

    • a 240 litre bin (costing $360);
    • a large family 240 litre bin (costing $259);
    • a 120 litre bin (costing $165); and
    • a 240 litre bin shared by two flats (costing $165per flat).

    Commercial and industrial properties have the option of:

    • a 240 litre bin (excluding recycling) costing $314.60 (including GST); and
    • a recycling-only bin costing $45.10 (including GST).

    Charges for non-residential green waste service appearing on the rate notice are applied when this service has been requested by the owner. Residential green waste charge is a once-off fee of $55 whilst the green waste charge for non-residential properties is $67.10 per bin (including GST) per annum. These waste service charges are not included in the general rate and appear as an additional charge (excluding residential green waste). No waste service charges are applicable to properties that have no improvements (vacant land).

    Goods and services tax (GST)

    Council rates and residential garbage charges are exempted from the GST, pursuant to Div. 81 of the A New Tax System (Goods and Services Tax) Act 1999. However, GST is payable on all non-residential waste collection, green waste and recycling services. Glen Eira City Council is registered for GST. Council's Australian Business Number (ABN) is 65 952 882 314.
