    Graffiti removal

    Graffiti Management Program

    We are undertaking our graffiti management program in accordance with the Graffiti Prevention Act 2007.

    The program seeks to reduce incidents of graffiti from within our city in three ways:

    • the programmed clean up of graffiti from laneways using supervised Community Correctional Services clean up teams; 
    • a reactive service to remove graffiti from private property (both residential and commercial) subject to funding limitations; and 
    • a training and education campaign within Glen Eira.

    What is the reactive service for residents?

    We have engaged a private contractor to assist residents in the removal of graffiti. Requests for removal from private property (both residential and commercial) can be made to us on 9524 3333 or email mail@gleneira.vic.gov.au

    The extent to which we provide graffiti clean up on private property depends on the availability of allocated funds. Requested works are referred to a priority list for consideration.

    Where will we remove graffiti from?

    We will remove graffiti on the title boundary of private property (both residential and commercial) which is visible from a public place.

    We will not remove graffiti from private property owned by utilities (power poles, phone boxes, substations etc.). We will however be reporting these incidents to the respective utilities and residents are encouraged to do likewise.

    Note: We will not remove graffiti where access on to private property is required (such as down a driveway) or if the removal of the graffiti requires ladder access. Residents may however contact our Graffiti Management Officer for advice on how best to remove this graffiti.

    How will graffiti be removed?

    We will use two primary methods to remove or obliterate graffiti:

    Pressure washing/blasting

    This system uses some chemical treatment together with Class A recycled water to wash off graffiti from hard surfaces. This may leave some shadow of original graffiti in/on porous or raw surfaces. We provide no guarantee the graffiti will be completely removed in such circumstances.

    Painting out

    Where the graffiti occurs on painted surfaces, we will paint over the graffiti on the surface and no more. The graffiti cover will be a neat rectangular shape (as far as is practicable). The colour selected by  our authorised personnel will come from a limited colour palette.

    Can I have an alternative paint colour?

    To cost-effectively manage the program the selection of paint colours has been limited to a preselected palette of colours. Should you require an alternative colour that better matches your property, options include:

    • providing the paint yourself to our authorised personnel who will perform the works and return any left over paint; or 
    • engaging our contractors or your own contractor directly (at your own expense) who may be able to colour match to your property.

    Note: If you have received a Notice of Intention to Remove/Obliterate Graffiti and you wish to select your own colour you MUST CONSENT using the form attached to the notice and also provide your contact details for the alternative provision of paint.

    What if I do not respond?

    If you do not respond to the action described in the notice within 10 days of the date of the notice, Council may attend the subject property and take action to remove or obliterate the graffiti without further notice.

    Pursuant to the provisions of the Graffiti Prevention Act 2007 compensation is not payable for any loss, damage or injury to property resulting from or arising out of any act or omission done in good faith by Council or any person authorised by Council exercising a power or performing a function relating to the removal or obliteration of graffiti in accordance with the Act.

    What to do if graffiti reoccurs?

    If graffiti reoccurs on your property, we recommend that you notify the Police and promptly remove/obliterate the graffiti. Evidence suggests that if graffiti is removed quickly, it is less likely that it will reoccur.

    Who can I contact to make alternative arrangements?

    Should graffiti be located within your title boundary or you wish to make alternative private arrangements, you may contact Council’s graffiti management officer for further information.

    Graffiti Removal Kits

    Graffiti removal kits are now available to all Glen Eira residents and traders, free of charge, as part of the Council and Department of Justice (DOJ) Graffiti Clean-Up Program.

    Glen Eira residents and traders can obtain personal graffiti removal kits from Glen Eira Council’s Service Centre, corner Glen Eira and Hawthorn roads, Caulfield. There is a limit of one kit type per household.

    Free graffiti removal kits will also be available at Glen Eira community events such as the upcoming 2012 Party in the Park festivals where Council’s Graffiti Management Program will be promoted at the Glen Eira City Council stall. Advice and demonstrations on how to use these kits will also be available.

    Graffiti inspections of private property

    Council undertakes regular inspections to check for graffiti on private property.
